Mr. Andrews is a highly qualified Construction Manager with a background in claim avoidance and claim management, including negotiation, analysis, risk assessment, and liaison with legal counsel preparing claim defense. This experience goes back to his employment as Snohomish County Construction Manager. In this position he was responsible for claims management for all construction projects including acting as an expert witness, leading legal defense teams, and negotiating settlement agreements. His strength in this area has been beneficial in helping him recognize and mitigate claim situations in their early stages.
After leaving Snohomish County he has acted as a claims consultant in the successful resolution of numerous construction claims. Currently he is President of the Synergistic Teaming Concept, a company that he founded, that specializes in constructing projects utilizing proven business concepts that significantly reduce the incidence of claims.
In addition to Claims Management Dick has successfully managed public and private sector projects of all sizes and complexities. His project experience spans over 40+ years involved in the construction of roadways, bridge and building Structures, drainage projects, water services, reservoirs, solid waste sites, parks, municipal golf courses, Heavy rail and Transit Stations.
His experience includes managing and supervising up to 50 engineering and administrative personnel performing project management, consultant liaison, contract administration, and claim management.
His management style incorporates the development and facilitation of “Teaming” partnerships. He has a proven history of successfully managing projects that meet budget and time restraints without any legal action.
His professional experience includes an active affiliation with the American Public Works Association where he served as Washington State President and 12 years in Public Office as Commissioner for the Mukilteo Water and Waste Water District. Additionally he has served on many boards including Technical Advisory Boards for the University of Washington and Everett Community College. He also has actively conducted training courses on Construction Engineering and claims avoidance throughout the State of Washington.
